Assessment organisation scope, quality & impartiality

Fair assessment.
Clear accountability.

Speed only matters when the assessment remains valid, reliable and fair. These are the operating principles we are developing.

Assessment integrity

Assessment content and decisions must reflect the applicable standard, plan and regulatory requirements. Original public practice material is kept separate from secure assessment materials. A provider’s commercial relationship must not determine an apprentice’s result.

Reasonable adjustments

Raise access needs early through an appropriate confidential route. Arrangements must consider the individual and the competence being assessed. Our free template helps prepare a request; it does not approve an adjustment or replace the assessment organisation’s decision.

Complaints and appeals

Before service launch we must publish distinct procedures, contacts, timescales and escalation routes for service complaints and assessment appeals. A complaint about service is not automatically a review of an assessment decision. Published final procedures will govern live cases.

Conflicts and impartiality

Assessor allocation, decision making and quality assurance require controls for relevant conflicts of interest. Meritura is intended to support traceable administration; it is not evidence by itself that these controls are operating.

Reform and version control

Skills England’s assessment reforms are being introduced standard by standard. Existing EPA plans and revised assessment plans can coexist. Each apprentice must be mapped to the correct requirements, rather than switched to a new model because a website describes it.

Information and data

Only necessary information should be collected through an approved route. No sensitive evidence should be submitted through a general enquiry. Final privacy, retention, access and security arrangements must be verified for the actual service before collecting assessment records.
